Tana River Governance and Democracy Forum


The Tana River Governance and Democracy Forum secretariat is Kenya Sustainable Health Aid-Tana River  Program and is implementing a project entitled   Advancing Consensus Building in Enactment and Implementation of the New Constitution.’’ This project seeks to ensure that all ethnic groups in Tana River County are brought together, educated, informed and communicated on the new constitution dispensation, especially on the new structures of devolved government that are important in the improving the livelihood of all community groups.

Standing from Rt; Ms Alfelt Abio Mumbo-KESHA Director, Haroresa Area Chief, Mr Shedrack Hiribae-KESHA Director, and a local leader, during civic education before the referendum at Haroresa Village-Galole Division, Tana River CountyKenya Sustainable Health Aid played a very important role in providing civic education on the proposed constitution in partnership with the Committee of Expert on Constitution Review in Tana River County.

The objective of the program is to improve governance and democracy in Tana River through bringing together all ethnic groups living in Tana River County, providing civic education on the dispensation of the new constitution and support to the local communities. The improvements of Governance structures will results to the improvement of the livelihood of the community.

Tana River County has been performing poorly in terms of development. The district has no basic infrastructure e.g. roads, hospitals, industries, schools, colleges e.t.c. The county has potential for horticulture farming and agricultural industrialization, ecotourism and environmental conservation. The community should educate on the importance of the devolved government in improving the livelihood of the poor people.

Terms of Reference
· Be an independent and rational platform for constructive dialogue in regards to good governance and democracy.
· Bring together Local leaders, Civil Societies and the community in finding pragmatic rather ideological solutions to governance and democratic issues.
· Deliberate on area specific problems as well as on policy and legislative issues.
· Monitor the effectiveness of policy and legislative implementation.
· Assist in the development of relevant subsidiary legislation.
· Consultation with all affected
· Assist in securing financial and technical inputs for researching and undertaking projects.

Modus operandi 

· Hold a monthly meetings
· Attendance to be open to the public
· Facilitate agreed actions, through research, projects and advocacy, including the use of task forces, e.t.c.
· Support the forum with a Secretariat, hosted by Kenya Sustainable Health Aid-Tana River Program.
· Secretariat to develop and maintain relevant network
· Securing financial and technical input for researching and undertaking projects, and in particular gain Donor support
